On December 20, 2024, the Minister of Labour and Social Insurance published in the Government Gazette the “Transparent and Predictable Terms of Employment (Essential Terms of Employment for Registration in an Electronic System) Decree of 2024” (ΚΔΠ 455/2024) (“the Decree”). The Decree introduces an obligation to register essential terms of employment for all employees in the “ERGANI” information system.
The Decree was issued following recent amendments to the Transparent and Predictable Working Conditions Law (No. 25(I)/2023), which was published in the Official Gazette on November 15, 2024, which requires employers to register the essential terms of employment for each employee in the Ergani Information system between 02.01.2025, and 28.02.2025.
The Ergani Information system is designed to collect real-time data on the terms of employment for all employees, with the aim of increasing transparency and ensuring compliance with Cyprus labour laws and regulations.
Essential Terms to Be Registered
The essential terms that must be registered are listed in the Table attached to the Decree and include the following:
- Employer’s information
- Type of business (for retail businesses)
- Employee’s information
- Employer’s place of business
- Place of work as stated in the employment contract and actual place of work at the time of registration
- Employee’s job title and specialization
- Date of commencement of employment
- End date (for fixed-term contracts)
- Details of the indirect employer (in cases involving temporary employment agencies)
- Terms and duration of any probationary period
- Duration of annual leave and how it is granted
- Remuneration (salary), including payment frequency (e.g., daily, weekly, monthly, hourly)
- Working hours (normal daily and weekly working hours)
- Whether the employee’s working hours are unpredictable
- Any additional benefits, such as allowances, commissions, cost-of-living adjustments (indexation allowance), etc.
